We now expect the recent rise in world oil prices to lift GDP growth (estimated at some 2.4% in Q1-Q3) to 2.9% for full-year 2019, with rates of 2.5-3.5% a year forecast for 2020-22 as new capacity raises gas exports. Non-energy GDP growth has stayed close to 3% as new industries start to emerge, and banks are now better-placed to finance new firms’ investment after household hard-currency debt relief. But diversification away from fossil fuels will be constrained by renewed real appreciation of the AZN exchange rate in 2020-22 and a slow-changing political system.
