GDP growth rebounded to over 2% in Q1 2018 after stagnation in 2017 (and a 3% decline in 2016), as higher oil prices and non-oil output compensated for the standstill in oil and gas demand. Renewed growth of energy extraction and exploration should ensure full-year growth of around 2% in 2018, rising to a little over 3% a year in 2019-21 as revived oil/gas revenue allows higher public and private investment. The emphatic win for President Aliyev in April’s early election confirms relative political stability, in a regional context, with renewed gains by the opposition now becoming less likely as growth and real incomes pick up again.
