PT Sarana Multi Infrastruktur (SMI) is planning to undertake the construction of Umbulan Springs Drinking Water Supply System project in East Java, Indonesia.
The project involves the construction of water supply system that will supply water to Pasuruan City, Pasuruan Regency, Sidoarjo Regency, Gresik Regency and Surabaya City.
The project includes the construction of an intake facility with the design capacity of 4,000 Liters/sec, 106km transmission pipeline to Gresik Reservoir, water treatment unit, storage facilities, water collection units and other related infrastructure, and the laying of pipelines.
The project is planned to be developed on build-operate-transfer (BOT) model under a public private partnership (PPP) framework.
The project will be financed 70% by debt and 30% by equity.
In 2012, the prequalification process was completed and the five pre-qualified consortium includes.

E. Consortium Medco Group and PT. BANGUN
In 2013, SMI invited pre-qualified consortium to submit their bids for the project.
On January 25, 2016, consortium of PT Medco Energi Internasional Tbk. and PT Bangun Cipta Kontraktor was selected as the lowest bidder.
East Java Government will finance US$22 million in 2016 – 2017 state budget. The Finance Ministry is expected to provide US$60 million as part of viability gap for the project.
The project is in the process of fulfilling various requirements, such as the formation of a business entity, land acquisition, and various permits. After the completion of the DED [detailed engineering design] and all the permits, the construction works will begin.
On July 21, 2016, Indonesia Infrastructure Guarantee Fund signed a guarantee agreement with PT Meta Adhya Tirta (PTMAT) and a recourse agreement with East Java Provincial Government for the implementation of the project.
Under the terms, PTMAT, a consortium comprising of PT Medco Gas Indonesia and PT Bangun Cipta Kontraktor, obtained concession rights for 25 years, including the right to design, construct, operate and maintain the facilities and transmission network.
On July 20, 2017, construction works commenced with completion scheduled by 2019.
