“The continued shift to a circular economy is set to require considerable investment in new recycling and reprocessing capacity in the UK. The government’s Resources and Waste Strategy for England, published in December 2018, sets out a number of measures which aim to increase investors’ confidence and improve the competitiveness of the reprocessing industry.
However, key proposals in the strategy remain subject to consultation and many reforms will need new legislation. Questions also remain around the funding of the implementation of proposed measures. This suggests there is some way to go before the waste industry knows for certain what the future waste and resource management system will look like.”
