Mind the Gap: Exploring the Differences Between HR and LOB Viewpoints
This IDC study is the first in a series of studies highlighting the difference in viewpoints between HR and line-of-business managers regarding ownership of various workforce-related functions. Data is drawn from a survey IDC conducted of 501 executives concluded in September 2015. The question of proper functional ownership for a number of workforce initiatives is explored by comparing viewpoints of HR managers against those of line-of-business managers. This first study covers overall workforce topics such as employee satisfaction, goal alignment, and leadership development. In many cases, HR believes the lines of business should take on a greater role and the lines-of-business believe HR should do more. This has the potential to set up an adversarial climate. To alleviate the stress, both constituencies need to be made aware of their differences of opinion. Only when they know where they stand can they properly negotiate the roles they should play, said Lisa Rowan, research vice president, HR, Talent, and Learning Strategies for IDC.
