Summary

Prayagraj Power Generation Company Ltd (PPGCL), a subsidiary company of Jaiprakash Power Ventures Limited, is undertaking the construction of Bara thermal power plant project in Uttar Pradesh, India.

The project involves the construction of a super-critical-technology boiler based thermal power plant with a capacity of 3,300MW. The project is planned to be implemented in two phases. 1,980MW first phase contains three units, each with a capacity of 660MW; and 1,320MW second phase contains two units, with 660MW capacity each.

The project includes the construction of an effluent treatment plant, ash handling plants, coal handling systems, cooling towers and sub stations, and the installation of plant electrical systems, water intake systems, steam turbines, steam generators and boilers, auxiliaries, controls and instrumentation equipment.

On November 24, 2009, Bharat Heavy Electricals Ltd (BHEL) secured Boiler, turbine, generator (BTG) contract for the first phase.

September 8, 2009, environmental clearance obtained for the project.

On February 8, 2010, TCE Consulting Engineers Ltd. secured the technical consultant contract for the project.

BHEL Ltd. (India) and Alstom (France) will supply the Boilers; and BHEL along with Siemens of Germany will supply the turbines and generators required for the development of the first phase of the project.

RITES Ltd has been appointed as DPR Consultant, STRUCON Consulting Pvt Ltd as the fabrication drawings consultant for the project.

90% of the first phase was sold under PPA to Government of Uttar Pradesh (GoUP) (fuel cost pass-thru at bid heat-rate), and 10% sold on a merchant basis. Construction activities on the first phase are commenced in 2009. The project's execution has been delayed for 5-7 months due to security reasons in February 2011. 20% of second phase was sold under PPA to GoUP; and 80% sold on merchant basis.

On July 6, 2010, project secured the financial closure. State Bank of India (SBI) is providing the US$1,247 million loan in 75 : 25 Debt Equity Ratio for the project.

BHEL appointed Engenius Erectors Pvt Ltd as the sub-contractor for erection, testing and commissioning of steam turbine, generator, auxiliaries and turbine generator cycle piping of Unit II and III of first phase.

Bridge and Roof Company (India) Ltd has been appointed as the contractor for erection, testing, commissioning, trial operation and handling over of boilers, rotating machines, auxiliaries, painting, insulation and auxiliary boiler and has appointed Bhavani Erectors Pvt Ltd as the sub-contractor for the first phase.

Sigma-C Infrastructure Pvt Ltd has been appointed as the subcontractor for ETC and handing over of all C&I equipment of Unit I and station C&I of the first phase.

On October 15, 2013, Powertronix Engineering Pvt Ltd secured the sub-contract from BHEL. Scope of work includes erection, testing, commissioning (ETC) and handing over of all control and instrumentation (C&I) equipment of Units II and III of first phase.

On September 18, 2015, Power Mech Projects Ltd received Letter of Award (LoA) from PPGCL. Scope of work includes Providing field operation and maintenance for boiler-turbine-generator (BTG), balance of plant (BOP), coal handling plant (CHP) and ash handling plant (AHP) for the first phase.

On December 29, 2015, PPGCL has commissioned the first unit of first phase.

In January 2016, construction works on the second unit of first phase were completed.

In October 2016, PPGCL has commissioned the second unit of first phase.

In May 2017, construction works completed on the first phase and planning activities are underway on the second phase.
