National Iranian Oil Engineering and Construction Company (NIOEC) is planning to undertake the Shahriar Refinery project in Tabriz, Shahriar, Iran.
The project involves the construction of a refinery plant with a processing capacity of 150,000bpd. It will include the construction of Oil Distillation Units (CDU & VDU), a LPG Recovery Unit, a Diesel (Gasoil) Hydro treating Unit (DHDT), a Naphtha Hydro treating Unit (NHT), and a Vacuum Gas Oil Hydro treating Unit (VGO or VHDS), a CCR Reformer Unit, and a Fluid Catalytic Cracking Unit (FCC).
It will include the construction of a Isomerization Unit, a LPG Treating Unit, Sulfur Recovery & Solidification Units (SRU), Propylene Recovery Unit, Amine Treating Unit (AMN), Sour Water Stripping Units (SWS), a H2 Production Unit, a N2 Production Unit, a production unit, a distillation unit, a manufacturing unit, a warehouse, a storage facility, and related facilities.
NIOEC in-house division will undertake the construction activities of the project.
Axens (France), Haldor Topsoe (Denmark), Tecnimont KT S.p.A. and Research Institute Of Petroleum Industry (Iran) are the lead consultants and Alborz Industrial Development Investment Co. is financial advisor for the project.
In October 2007, KBC Process Technology Ltd (UK) and Nargan (Iran) were appointed as a engineering and design contractor for the project.
In February 2017, feasibility study activities were underway.

The Shahriar Refinery project involves the construction of a refinery plant with a capacity of 150,000bpd in Tabriz, Shahriar, Iran.
