Summary

Ministry of Electricity and Energy (MOEE) plans to expand the power plant in Yangon, Myanmar.

The project involves the construction of a 356MW Liquefied Natural Gas (LNG) fired power plant. It includes the construction of a floating storage regasification unit (FSRU), a powerhouse, a substation, storage tanks and the laying of transmission lines, pipe lines and the installation of two 117MW gas turbine and one 122MW steam turbine generator, transformers, safety and security systems.

In September 2016, MOEE invited the expressions of interest (EOI) for the project development. A tender was expected in 2017. However, MOEE opted to negotiate directly with some of the companies that responded to the EOI call.

TTCL Public Company Ltd (TTCL) secured Build-Operate-Transfer (BOT) contract, with a concession period of 30 years.

MOEE issued a notice to proceed (NOP) to TTCL on January 30, 2018. With NOP; TTCL received permission to proceed with preliminary tasks on the project such as studies, initial surveys, business plans, initial designs and engineering works, which are expected to be completed in the third quarter of 2018.

Subject to the attainment of necessary approvals; construction works will take 28 months to complete.
