In 2011, Chevron became the sole participant in the tender process and then set as the preferred bidder for the project. However, companies from the United States withdrew from the development and the project was faced oppositions for the local people, ESDM plans to re-issue the tender.

On November 17, 2016, Ministry of Energy and Mineral Resources (ESDM) issued tender for the developer.
