Namibia Power Report Q1 2015

BMI View: Namibia is at a critical juncture in the development of its electricity sector. The country iscurrently facing a severe crisis in the provision of power due to an extreme reliance on a dilapidatedhydropower system, which is vulnerable to breakdown and drought, and on imported electricity from SouthAfrica. Various projects are in the pipeline which will radically transform the country's ability to generateelectricity during the course of this decade, above all the Kudu gas-fired power station and the recentlyannounced Arandis power station, as well as further smaller investments in hydropower and solar energy.

Together, these will end Namibia's dependence on imports and eventually allow the country to become anexporter of energy.

At the same time, Nampower is renewing its efforts to extend the range of the electricity grid and to limittheft from the system. However, caveats apply. Most of these projects will not bear fruit until the latter partof the decade meaning consumption will far outstrip supply until then, and result in periodic load sheddingand blackouts. In addition, attracting new investment, especially in renewables, is vulnerable to seriousdeficiencies in the structure of the market, which lacks a robust regulatory framework and is dominated byan inefficient state-owned provider that excludes private competitors.
