The Ministry of Transportation (MoT) is planning to develop a high-speed rail system from Jakarta to Surabaya in Indonesia.
The project involves the construction of a new 727km railway line that stretches from Jakarta to Surabaya with elevated stops at Jakarta (Manggarai), Cirebon, Semarang (Poncol) and Surabaya (Pasar Turi).
It includes the construction of stations, bridges, control rooms and waiting rooms and related infrastructure, the installation of traffic control system, signaling system, communication network and interlocking systems and the laying of railway track.
Between 2008 and 2009, Japan Transport Consultant Inc., Japan International Cooperation Agency (JICA) and JETRO conducted a pre-feasibility study with routes including the Jakarta - Cirebon - Semarang - Surabaya, Jakarta - Bandung - Cirebon - Semarang - Surabaya and Jakarta - Cikarang - Bandung - Cirebon - Semarang - Surabaya.
In 2011, the Indonesian government announced its vision to create a high-speed rail linking Jakarta and Surabaya, a center of commerce, as part of efforts to stimulate the country's economy.
In September 2014, the government decided to build a super-fast train or High-Speed Railway (HSR) Jakarta-Surabaya without being tied to Japan.
On January 22, 2015, MoT has decided to put the project on hold for at least next five years, as will be no fund from the state budget for developing trains.
On May 2015, JICA completed a US$6 million feasibility study on the project and projected the investment value for the project at US$6,200 million.
In May 2015, China is about to start its feasibility study and will complete the process by July 20, 2015.
In August 2015, China conducted a feasibility study and projected the investment needed for the construction of the project is US$5,500 million.
In August 2015, Japan has sought the Indonesian government’s approval to conduct a second feasibility study based on the same protocols as China's study.
In May 2016, the Indonesian government has offered the Japanese Government to build the project, however the final deal is yet to be signed.
The study to last for up to seven months before it will be followed up with the project's detailed engineering design (DED).
The feasibility study will be financed by the Transportation Ministry because it would not involve Japanese investors.
Construction is expected to commence in the fourth quarter of 2018.
