Allies & Morrison has been appointed as a design consultant and Makover Architects as architect for the project.

In January 2012, QInvest was appointed as financial advisor for the project.

on January 14, 2012, Sinohydro Corporation was appointed as construction contractor for the project. The contract value is US$130 million.

In February 2012, construction work on the project commenced.

In November 2012, MQREDC signed the US$106.7 million, eight years syndicated facility to finance the project.
