Summary

The Jawaharpur Vidyut Utpadan Nigam Limited (JVUNL), a division of Uttar Pradesh Power Corporation Ltd, is undertaking the construction of a thermal power plant in Uttar Pradesh, India.

The project involves the construction of a 1,320MW (2X660MW) super critical thermal power plant on 350ha land. It will include the construction of a coal washing unit, raw water storage tanks, a switchyard for power evacuation on 13.7ha of land, a powerhouse, and a substation, the installation of turbines and generators, and the laying of transmission lines.

Desein Private Ltd has been appointed as an engineering consultant, HSA Advocates as legal adviser, and Steag Energy Services (India) Private Ltd as lead consultant for the project.

The project will be developed under Public Private Partnership (PPP) model on Engineering Procurement and Construction (EPC) basis.

A Request for Proposal (RFP) documents was issued on April 18, 2011, with submission deadline as November 15, 2011. However, the bids remained non-responsive.

In September 2015, bids were invited for design, engineering, manufacture, assembly, testing at works, supply, civil, structural & architectural works, erection, testing & commissioning of main plant & balance of plant for the project on EPC basis with a submission deadline of January 6, 2016.

In October 2015, JVUNL invited bids for the construction of periphery boundary/security wall, 2 roomed office and related facilities at the project. However, the further submission details are yet to be disclosed.

In December 2015, Standard Terms of Reference (ToR) was granted for preparing environmental impact assessment report and environment management plan of the project.

In July 2016, Doosan Power Systems (Doosan group company) was appointed as the main contractor for the project.

On July 6, 2016, JVUNL submitted an application for the environmental approval to the Ministry of Environment, Forest and Climate Change (MoEFCC). The application was accepted by Member Secretary, MoEFCC on August 1, 2016.

On August 29, 2016, a presentation was made by the Expert Appraisal Committee with regards to granting environmental clearance (EC).

Construction works are underway and are scheduled to be completed February 2021.

The project involves the construction of a 1,320MW (2 x 660MW) super critical thermal power plant across 350ha area in Jawaharpur village of Etah district, Uttar Pradesh, India.
