Summary

Elicio NV, and a joint venture (JV) of Kenwind Holdings Ltd and International Finance Corporation (IFC), are planning to undertake a wind farm project in Baharini, Mpeketoni, Lamu, Kenya.

The project involves the construction of a 90MW wind farm on 1,297ha land. The project will include the installation of 36 to 45 turbines with the capacity of between 1.8MW to 3MW, construction of a substation, wind turbine bases, access roads and related infrastructure, and the laying of transmission lines.

In the second quarter of 2013, EWI signed a cooperation agreement with IFC for five years. IFC agreed to invest US$197 million in the project.

In July 2015, the Lamu County Assembly approved the project plans but later it had argued that the investor had not provided a clear plan of how the affected people would be resettled.

In September 2016, Kenwind gave US$0.08 million cheques to the 26 farmers who gave up their land for a wind power project and finally Lamu County Government agreed for the project.

Elicio NV and a JV of Kenwind are still in discussions with the National Land Commission of Kenya for the land issue.

Project is facing delay due to legal issues and court decision will be announce in July 2017.

Scope

The project involves the construction of a 90MW wind farm on 1,297ha of land in Baharini, Lamu, Kenya.

The US$203 million project includes the following:

1. Construction of a substation

2. Construction of wind turbine bases

3. Installation of 36 to 45 turbines with the capacity of between 1.8 MW to 3 MW

4. Installation of safety equipment

5. Laying of transmission lines

6. Construction of related facilities
