The City of Concord (CoC) is undertaking plans to redevelop the former naval site into a mixed-use community located in California, the US.
The project involves the construction of various infrastructure that enable to create up to 12,000 residential units and 55,742m2 of commercial space on 2,064ha of land. It includes the construction of leisure facilities, parking and related facilities.
Following a series of consultations and amendments, the CoC prepared a detailed Area Plan setting policies and standards for land use transportation, environmental protection, labor agreements, affordable housing and public safety.
In January 2014, a request for qualifications (RFQ) was issued by the Local Reuse Authority (LRA) scouting master developer for the project.
On November 20, 2014, Catellus Development Corporation, Lennar Urban and SunCal submitted their intent to undertake the project.
Catellus Development Corporation proposal involve the first phase of the plan with 4,285 housing units, with a mixture of multifamily apartments, townhouses and single family housing and 157,935m2 of commercial space.
Lennar Urban proposal include up to 5,700 units on 348ha of land and SunCal proposal include the first phase development with 3,200 housing units and 69,677m2 of commercial space.
On March 14, 2015, the three firms are being considered to serve as master developer for the former Concord Naval Weapons Station.
In June 2015, the two finalists under consideration were Catellus Development Company and Lennar Urban.
On September 29, 2015, the Concord City Council planned to held a meeting for finalization of the developer. However, it was postponed to October 15, 2015.
As of November 2015, the Consord City Council has delayed the developer selection process until January 2016 due to the legal disputes between both shortlisted developers.
In April 2016, Lennar Corporation has won the contract to develop the project. However, negotiations are underway and a meeting was fixed on May 11, 2016 to review Lennar's revised financial proposal.
On May 11, 2016, the city council has voted for Lenner Corporation to develop the first phase of the project comprising 202ha of the former military base.
Lenner Corporation is the process of public consultations to develop the first phase of the project.
