Instructional materials adoption is a critical factor for education publishers to understand. One reason the adoption market has been crucial to publishers’ business plans is the almost guaranteed demand created when states approve a list of instructional materials programs that school districts then purchase.

Sales in North Carolina, where schools continued to buy primarily science and social studies in the absence of new adoption, also were provided.
