Salalah LPG SFZCO LLC (SLPG) a special purpose vehicle of Oman Gas Company (OGC), the Sultanate’s gas transportation utility, is undertaking the LPG Processing Plant in Zufar, Oman.
The project involves the construction of LPG processing plant with a capacity of around 8mmcmd, linking to existing pipeline infrastructure, together with LPG storage and jetty facilities at the Port of Salalah, and associated facilities. It includes the construction of processing units, a control room, a maintenance workshop, and administration buildings. LPG Processing Plant will produce about 300,000 tonnes of liquefied gas.
On April 6, 2014, OGC signed a memorandum of understanding (MoU) with Salalah Free Zone (SFZ) and Port of Salalah for the implementation of the project.
Tecna has been appointed to carry out the conceptual study.
In July 2014, Pre front-end engineering design (FEED) activities were being undertaken.
OGC appointed Petrofac and CB&I for the FEED activities on the project.
In August 2015, Tecna SA was awarded a project management consultancy (PMC) services contract. Petrofac, and CB&I selected as shortlisted bidders for the construction contract.
On January 9, 2017, SLPG awarded a US$600 million EPC contract to Petrofac Ltd.
In July 2017, OGC signed an agreement with the Ministry of Oil and Gas on the right to build, own and operate the project. It also signed an agreement with Oman Trading International Company to market the LPG and an agreement with Salalah Free Zone Company on the sub usufruct of about 20ha for the project.
A lease agreement was signed with Salalah Port Services to allocate about 8ha for the LPG export facilities at Salalah Port. US$640 million credit facilities agreements were also signed with a number of local, regional and international financial companies.
The project is expected to secure funding through eight local, regional and international banks namely Bank Muscat, SCB, Bank Sohar, Qatar National Bank, Société Générale S A, Ahlibank, AB Corp and Ahlibank Bahrain.
Construction work is scheduled to commence in the third quarter of 2017 and expected to take 36 months for completion in the first quarter of 2020.
