The Ministry of Transport, Maritime and Communications (MoTMC), through General Directorate of Highways (GDH) is undertaking the Northern Marmara Highway project in Istanbul, Turkey.
GDH is acting as implementing agency for the project.
The project involves the construction of a 414km highway and is being implemented in phases. It will includes the construction of a 2,164m Third Bosphorus Bridge, a 90km motorway Kinali to Odayeri, 60km dual four-lane road between Odayeri and Pasaköy, 55km of connection roads, 19 motorway junctions, 67 viaducts, and seven tunnels and a road/rail stay cable stiffened suspension bridge.
Third Bosphorus Bridge will connect Garipçe village on the European side of Istanbul and Poyrazkoy village on the Asian side. The third bridge is expected to connect a highway starting in Kinali, Tekirdag province, to the west with another highway starting from Istanbul’s Pasaköy neighborhood on the Asian side. This route extends to Gebze in Kocaeli, where it joins the highway heading to Izmir.
The project is being implemented through public-private partnership (PPP) mode on built-own and transfer (BOT) basis.
In March 2011, bids were invited for BOT contract for the highway with August 2011 as submission deadline. Later the bids deadline was extended to January 10, 2012.
In January 2012, MoTMC canceled the bids due to lack of bidders, which were invited earlier.
In February 2012, bids were invited for the third Bosphorus Bridge project with April 05, 2012 as submission deadline. The deadline was extended to April 20, 2012.
The bidders include Mapa Insaat, Yapi Merkezi-Dogus Insaat-China Communication Corporation-Arkon Yapi Joint Venture, Cengiz Insaat-Limak-Makyol-Kalyon Joint Venture, Salini-Gulermak Joint Venture, and Ictas Insaat Sanayi Ticaret and Astaldi Joint Venture known as ICA Construction.
On May 29, 2012, Ictas Insaat Sanayi Ticaret and Italy’s Astaldi consortium won the BOT contract for construction of Third Bosphorus Bridge. Hyundai Engineering & Construction, in a joint venture with SK Engineering & Construction, has been appointed to construct lateral towers, aprons and suspension cables.
Michel Virlogeux Consultant and Swiss consultant T-Engineering have been appointed to design the Third Bosphorus Bridge.
In May 2013, construction works commenced on the third Bosphorus Bridge.
In September 2013, Astaldi achieved financial closure for the bridge. A loan of US$2,300 million will be provided by six Turkish banks, Garanti Bankasi, Halk Bankasi, Is Bankasi, Vakiflar Bankasi, Ziraat Bankasi, and Yapi Kredi Bankasi, and one bank from the Netherlands Garantibank International.
In October 2013, Mott MacDonald was appointed as technical consultant for the project.
In March 2014, Freyssinet, a subsidiary of VINCI Construction, was awarded a contract to supply and install the stay cables and dampers for the third Bosphorus bridge project.
Leica Geosystems has been appointed as equipment supply contractor.
The tender for the construction of the Kurtkoy-Akyazi section, which had earlier been scheduled for June 30, 2015 has been postponed to August 31, 2015, however, the government decided to hold the tender on March 1, 2016 and tender for the construction of Kinali-Odayeri section due to be held on July 7, 2015 has been postponed to September 7, 2015 and again postponed to March 8, 2016.
In August 2015, main cabling works commenced.
In March 2016, construction of Third Bosphorus Bridge is completed.
In May 2016, Limak-Cengiz joint-venture has been awarded the BOT contract for Kurtkoy-Akyazi section. It takes six and half years to finish the work.
In May 2016, 90km motorway section between Kinali and Odayeri was awarded to the Kolin-Kalyon joint-venture with completion in seven years and nine months.
In October 2016, funding activities are underway.
In March 2017, ENCON Environmental Consulting company was assigned to carry out the Environmental Social Impact Assessment (ESIA) study.
Study activities and Land acquisition works are underway.
