Qatar Construction Market Size, Trends, and Forecasts by Sector - Commercial, Industrial, Infrastructure, Energy and Utilities, Institutional and Residential Market Analysis to 2029 (Q1 2025)
Summary
Qatar’s construction industry, following a decline of 1% in 2024, is expected to expand by 2.3% in real terms in 2025, supported by investments in residential, and transportation infrastructure sectors. The 2025 Budget, which was announced in December 2024, will also support growth. The budget forecasts an expenditure of QAR210.2 billion ($57.8 billion) in 2025, a 4.6% increase over the 2024 budget. The 2025 budget includes significant allocations of QAR22 billion ($6.04 billion) for the healthcare sector, QAR21.9 billion ($6.02 billion) for the municipality and environment sector, QAR19.4 billion ($5.3 billion) for the education sector, and QAR6.6 billion ($1.8 billion) for the sports sector.
GlobalData expects the industry to rebound at an annual average growth rate of 4.5% from 2026 to 2029, supported by investments in renewable energy, industrial, and oil and gas projects. By 2030, Qatar aims to install distributed solar generation of up to 200MW and expand its renewable power capacity to approximately 4GW, as part of the Qatar National Renewable Energy Strategy (QNRES). The country is also targeting to expand the total renewable energy share to 18% by 2030, from 5% in April 2024. In line with this, in December 2024, Samsung C&T, a South Korean construction company secured a QAR13.5 billion ($3.7 billion) contract to build a power plant and water desalination facility in Qatar. The project involves the construction of a power plant with an installed capacity of 2.4GW and a water desalination plant with a capacity of 100 million imperial gallons a day (MIGD). The project is scheduled to be completed by 2029. The forecast period will see industry growth supported by the country's ambition to increase annual petrochemical production capacity to about 14 million tons by 2026's end
