The growth rate, in fact, turned negative for the first time in 4Q08 compared with the past 15 years. Although moderate, the year-over-year (YoY) growth rate remained positive in the first three quarters of 2008 before plunging close to -30% in the fourth quarter, pushing back the quarterly PC shipment by more than two years. With a number of significant government-funded education and egovernance projects lined up in the coming quarters, growth in the India PC market will largely be determined by how well vendors can exploit the opportunities presented by these segments. "The impact of the slowdown on the India PC market, especially the notebook segment, should be viewed as a temporary phenomenon. Big-ticket public sector investments in infrastructure and education projects are expected to provide the much-needed impetus in the forthcoming quarters. With the economy expected to pick up in 2H09, notebook PCs, now buoyed by atom-based mini-notebook PCs, should see impressive traction," says Sumanta Mukherjee, analyst, Client Computing Product Research, IDC India.
