Abstract

The total DHS budget for 2008 reached over $47 billion and is likely to exceed $56 billion by 2011. The DHS Grant System is becoming more and more refined; however, the states and local governments interested in receiving these DHS grants become very intricate. When the first grants were released; requirements for domestic preparedness grants that were given to states were very little. Now, states are required to certify their compliance with the National Incident Management System and demonstrate how their intended projects intersect and align with the national response plan, the National Preparedness Goal.
