AbstractThe security of utility critical infrastructure, including vitally important control systems and telecommunications networks, is reviewed in terms of Homeland Security initiatives and organizations. Given that many utilities are not budgeting funds for security efforts, both in terms of equipment purchases or O & M, and with recognition that budgets are tight for many, the United Telecom Council has compiled recommendations to help utilities improve the security of telecommunications/IT infrastructure.These guidelines fall within two broad categories, Public Sector Policy and Process and Company Focused Issues. Further, this analysis illuminates possible Federal SCADA and cyber security standards for all utilities and the probable mandatory system of reliability standards and compliance for the electric industry through legislation.
