Thuan Binh Wind Power Joint Stock Company (TBW) is undertaking the wind farm project in Phu Lac Commune,Tuy Phong District, Binh Thuan Province, Vietnam.

The project involves the construction of a 50MW wind farm on 400ha of land with a permanent and temporary built-up area of 11.5ha and 8.6ha respectively. It is being implemented in two phases.

The first phase of the project includes the construction of a 24MW wind farm and the installation of 16 wind energy turbines of 1.5MW each with an investment of US$49 million.

The second phase of the project includes the construction of a 26MW wind farm and the installation of 17 wind energy turbines of 1.5MW each.

The Power Plant would be connected to the national power grid through 110kV transmission lines Thap Cham - Phan Thiet existence.

In November 2013, Grontmij has been appointed as the lead consultant for the project.

In January 2014, TBW issued invitation for pre-qualification tenders for the EPC contractor of the first phase of the project with a submission deadline as on February 26, 2014.

The scope of work includes the construction of civil works including the construction of the foundations, wind farm internal roads, crane platforms and substation;installation of Wind turbines, the internal electrical network 22kV and signal cabling system, the control center substation 22kV/110kV - 40 MVA, transmission line 110kV to enter the national grid and the necessary equipment to interface the project with the electrical network.

TBW will provide US$9 million funds and KfW Entwicklungsbank will provide a subsidized interest FC loan from the IKLU facility (Initiative for Climate and Environmental Protection) for the project implementation.

KfW Development Bank was provided US$37 million funds for the project.

In May 2015, HydroChina Corporation was appointed as general contractor.

In July 2015, Construction work on the first phase has commenced.

On September 15, 2015, Danish company Vestas Wind Systems A/S has been awarded a contract to supply 24 MW of its turbines to HydroChina International for the project. The scope of the contract is to deliver and supervise the installation and commissioning of 12 units of its V100-2.0 MW machines. It also includes a five-year Active Output Management (AOM 4000) service agreement and a Vestas SCADA solution.

On November 25, 2016, construction works on the first phase completed.

Planning activities on the second phase are underway.
