Summary

Philippine National Oil Company (PNOC) is planning to build the BatMan Gas Pipeline project in the Philippines.

The project involves the construction of an approximately 270km long gas pipeline which will be carried out in two sections.

The first section involves the construction of 120km gas pipeline from Batangas to Manila named as "BatMan I" and second section involves the construction of 150km gas pipeline from Bataan to Manila named as "BatMan II".

The project includes the construction of a 600MW gas-fired power plant, gas terminals and pipeline stands, and the installation of safety systems.

It will be implemented under public-private partnership (PPP) basis. Japan International Cooperation Agency (JICA) has completed preliminary feasibility study on the project.

In March 2014, Rebel Group was appointed as a transaction adviser to undertake the feasibility study work for the first section.The studies will determine the actual cost of the project, the route of the pipeline, and a demand analysis that would identify the potential off-takers of natural gas that will pass through the project. It will also determine whether the project will be included under the government’s PPP program or under the Official Development Assistance (ODA) Act of 1996.

On October 16, 2015, the project received approval from the Investment Coordination Committee-Cabinet Committee, however PNOC still need the final approval by the board of the National Economic and Development Authority.

Philippine National Oil Company is in negotiation with China’s XinAo Gas, Japanese Mitsubishi Corporation, and PTT of Thailand for the development of the Batman-2 Gas Pipeline

PNOC is undertaking the project by Build-Operate-Transfer (BOT) Law.

The project is under a public-private partnership (PPP) and through a BOT scheme.

In April 2016, the gas pipeline from Batangas to Manila has completed the feasibility studies and awaiting for necessary approvals.

The project is under review for PPP programme.

Scope

The project involves the construction of an approximately 270km long gas pipeline from Batangas to Manila and Bataan to Manila in the Philippines.

The US$5,250 million project includes the following:

1. Construction of a 120km gas pipeline from Batangas to Manila

2. Construction of a 150km gas pipeline from Bataan to Manila

3. Construction of a 600MW gas-fired power plant
