The construction industry in Croatia is estimated to have expanded by 2.3% in real terms in 2022, supported by an improvement in consumer and investor confidence, coupled with government investments in the transport and renewable energy sectors. According to the Croatian Bureau of Statistics (CBS), the construction industry's value add grew by 9.9% year-on-year (YoY) in the first nine months of 2022. Similarly, the average construction production volume index grew by 4.2% YoY in the first eleven months of that year.
The construction industry is expected to rebound at an annual average growth rate of 3.2% from 2024-27, supported by investments in transport and electricity projects. In August 2022, the European Commission reported that Croatia will receive EUR9 billion ($9.2 billion), as part of the Cohesion Policy between 2021 and 2027, to promote the economic, social and territorial cohesion, and enhance green and digital transitions. Of the total, the country will receive EUR2.6 billion ($2.7 billion) to increase energy efficiency; EUR1.7 billion ($1.73 billion) to support the economic and innovative transition of the country; EUR1 billion ($1.02 billion) to enhance regional, local, and cross-border mobility in all sectors; and EUR182.7 million ($186.6 million) to decarbonise energy-intensive industries and strengthen entrepreneurship. According to the Croatian Transport Ministry, the country has plans to invest EUR3.5 billion ($3.6 billion) in railway infrastructure by 2030. Some of the key projects that will be implemented by 2030 include a project to renovate the 229km railway line connecting the capital Zagreb with Adriatic city of Rijeka, and the 44km railway line connecting Zagreb with Karlovac. Moreover, in September 2022, the Croatian Transmission System Operator (HOPS) announced that it will invest EUR213 million ($217.5 million) on the revitalization and construction of 673km of transmission lines in the country by mid-2026.
