The project involves the construction of a mixed-use complex comprising 15 to 20 new buildings on 464,515m2 of area. It includes the construction of 2,600 residential units, 139354.6m² of office space, a 200-room hotel, a grocery store, a retail anchor, restaurants, parking space, three parks, a public plaza and a water-front greenway that includes recreational access to the Willamette River. The project will be implemented in phases.

GBD Architects and Lever Architecture have been appointed as architects and Place Studio LLC as landscape architect for the project.

On February 5, 2014, ZRZRC submitted the outline plans for the development.

In June 2015, the Portland Development Commission approved the plans.

In September 2016, ZRZRC revised the plans.

Construction is expected to commence by 2017 and the first phase is slated for completion in 2020.
