Transurban Group (TCL) is undertaking the construction of a toll road in Melbourne, Australia.

The project involves the construction of a 14km long toll road, adding 60km of new lanes.

It includes the widening of the West Gate Freeway from eight lanes to 12 lanes between the M80 Ring Road and Williamstown Road, construction of a 2.8km eastbound tunnel and 4km westbound tunnel under Yarraville, a new bridge over the Maribyrnong River, an elevated road along Footscray Road to the Port of Melbourne, CityLink and the city’s north, and 14km cycling and pedestrian paths.

The project also includes the Monash Freeway Upgrade and access improvements for Webb Dock.

The tunnel is being bored using tunnel boring machine (TBM).

Monash Freeway upgrades involves the widening of four to five lanes in each direction between EastLink and the South Gippsland Freeway, and from two to three lanes in each direction from the South Gippsland Freeway to Clyde Road and installation of ramp signals at nine new locations between Chadstone and Pakenham including the EastLink Interchange, 38 electronic Lane Use Management Signs (LUMS) between Warrigal Road and the South Gippsland Freeway and eight new variable message signs.

In March 2015, TCL submitted project plans to the Victorian Government.

Transurban obtained approval from the Victorian Government to proceed to stage 3 assessment under Spring Street's 'market-led proposal interim guidelines' in April 2015.

In December 2015, the state government of Victoria approved the project.

On April 14, 2016, the state government of Victoria and Transurban signed an agreement on a process for the tender, planning and engagement stages. The state government of Victoria allocated US$1,120 million from the federal budget 2016, which will be spent in four years.

In May 2016, John Holland and CPB Contractors (formerly known as Leighton Holdings) Joint Venture, Lend Lease and Bouygues Joint Venture, Rizzani De Eccher Australia Pvt Ltd, Bechtel Infrastructure Australia Pvt Ltd, an international consortium of Salini Impregilo, Fluor Australia and Lane Worldwide Infrastructure (fully owned by Salini Impregilo) were invited to Express Interest (EoI).

In June 2016, Fulton Hogan Australia Pty Ltd has been awarded the construction contract to undertake the Monash Freeway Upgrade works.

On June 21, 2016, John Holland and CPB Contractors Joint Venture; Lend Lease and Bouygues Joint Venture; and an international consortium of Salini Impreglio, Fluor Australia, and Lane Worldwide Infrastructure; are the three consortia shortlisted for the design-build contract for West Gate Tunnel Project.

In September 2016, upgrade works on the Monash Freeway commenced.

In April 2017, a joint venture of John Holland and CPB Contractors has been selected as the preferred contractor for West Gate Tunnel Project.

In June 2017, a consortium Arcadis Australia Pacific Holdings Pty Ltd. (Arcadis), WSP and APP have been awarded the Independent Reviewer and Environmental Auditor (IREA) Services contract for West Gate Tunnel Project.

Arcadis will provide independent review and environmental auditing services during the Preferred Respondent as well as the Design and Construction phases. Arcadis is the project lead and will deliver in collaboration with WSP and APP.

In July 2017, construction on a new pedestrian and cycling bridge on widened Shepherd Bridge was completed.

On November 27, 2017, TCL secured environmental approval from the Minister for Planning.

In December 2017, TCL awarded the design-build contract for West Gate Tunnel Project to a joint venture of John Holland and CPB Contractors. Improvements for Webb Dock were completed.

In January 2018, John Holland and CPB Contractors awarded the engineering design contract for West Gate Tunnel Project to a joint venture of Jacobs Engineering Group Inc(JEC) and Aurecon.

On January 31, 2018, construction activities on the West Gate Tunnel are commenced and slated for completion by 2022.

Upgrade works on the Monash Freeway are currently underway and completion scheduled in 2018.
