The project involves the construction of a 7km-long flyover from Coco-beach to the Ali Hassan Mwinyi Road, passing over the sea.

On November 21, 2014, the Government of Tanzania (GoTZ) signed an agreement with the Government of South Korea (GoSK) to finance US$64 million for the project.
