In February 2013, public consultations started for the proposed project.

On January 29, 2014, Spectrum and Mill Creek submitted the project plan to city council.

In December 2014, Falls Church City Council added 8 underground movie theaters in the project plan.

In February 2015, Falls Church City Council are planning to add 2-story Falls Church City library in the project plan.

In September 2015, Spectrum submitted the revised plans to Falls Church City Council.

On January 12, 2016, Spectrum received approval from the council after project has been revised to 322 residential units.

In October 2016, applications for site plan and subdivision were submitted.

In April 2017, a Special Exception Amendment application was submitted to remove the hotel, and instead construct a 72-unit age-restricted apartment building.

Spectrum and Mill Creek are awaiting planning approvals for the project.

The project involves the construction of mixed-use community on 1.61ha of land at Northeast corner of Broad Street and West Street in Falls Church, Virginia, the US.

The US$150 million project includes the following:

1. Construction of five-story, 322 residential units

2. Construction of 6,265m2 of retail space

3. Construction of studios or one-bedroom apartments

4. Construction of 72-unit age-restricted apartments

5. Construction of an 800-seat movie theater

6. Construction of an underground parking garage

7. Construction of other related facilities
