The project involves the construction of a desalination plant with a capacity of 400,000m3 per day. It includes the construction of purification units, storage facilities, pumping stations, metering stations and related infrastructure, the installation of equipment, and the laying of pipelines.

Advanced Communications & Electronics Systems Co. is implementing the Terrestrial Trunked Radio (TETRA) System into the project. The scope of work involves the construction of tower foundations, a control room, and the installation of communication towers, antennas, cables and telecom equipment.

In December 2014, SWCC awarded engineering and design consultancy services (EDCS) contract to Black & Veatch. The scope of which includes the study of a site, adjacent sea conditions, conceptual process, engineering design, preparation of tender documents and support during the tendering process.

In October 2015, SWCC issued a Request for Proposal (RFP) for engineering, procurement and construction (EPC) contract, under a build, finance, transfer (BFT) model with bids submission deadline on March 15, 2016.

On October 26, 2016, SWCC received bids from the Doosan Heavy Industries & Construction Co Ltd, HydroChem and Saudi Services For Electro Mechanic Works Company Ltd.

In April 2017, Doosan Heavy Industries & Construction was awarded US$422 million engineering, procurement and construction (EPC) contract.

Pre-construction works are underway. The Project is scheduled for completion in 2020.
