Summary

Southern California Edison Company (SCE), a subsidiary of Edison International, is planning to undertake a substation in Monterey Park, Los Angeles County, California, the US.

The project involves the upgrade of a substation from 220KV to 500KV on 28.3ha of land.

The project includes removal of a transmission line and relocation of three overhead structures of a 500KV transmission system, removal of 65 66 KV overhead structures, replacement of 17 220V overhead structures, relocation of the 72-inch-diameter Metropolitan Water District water line to the west of the site with a 84-inch-diameter pipeline, the construction of underground ducts to connect with existing underground facilities, rerouting of an existing fiber optic line and the installation of two telecommunications lines, station light, power supplies and 24 new overhead structures of a 66V sub-transmission system.

It also includes the construction of support structures, control rooms and related facilities, and the laying of transmission lines.

Construction of the new 500/220/66/16-kV substation and demolition of the existing 220/66/16-kV substation will be developed in phases.

The first phase involves grading and initial site development on the western portion of the project site. The second phase includes construction of the first half of the new Mesa Substation. During first phase and second phase, the existing substation on the eastern portion of the site would remain operational in order to maintain electrical service to customers during construction. The third phase includes demolition of the existing substation and construction of the second half of the new substation on the eastern portion of the site.

Ecology and Environment, Inc., Ecotech Resources, Inc. and Elcon Associates, Inc. has been appointed as environmental consultant.

On February 5, 2015, SCE held a public consultation to share information on the proposed plans.

On March 13, 2015, SCE filed a Permit with the California Public Utilities Commission (CPUC) for development.

CPUC invited public comments on draft Environmental Impact Report (EIR) starting April 29, 2016 with a submission deadline of June 27, 2016.

On May 18, 2016, CPUC held a public meeting on the draft EIR of the project.

On October 7, 2016, CPUC issued final EIR.

Construction is expected to commence in 2018 with completion expected in 2022.
