The project involves the construction of biofuel refinery with a processing capacity of 45,000 barrels per day (bpd).

The project includes the construction of fuel retailing units, hydro treated and catalytic reformer units, a distillation unit, the installation of a vacuum flash and the laying of oil pipelines.

The refinery will use 14.2ha of port property located on the old warehouse complex and the remaining 9.3 - 10.1ha will be on vacant land currently owned by Ferns America LLC.

In February 2016, Port of Longview rejected the project proposal.

The US$500 million project includes the following:
