The Port Authority of New York and New Jersey (PANYNJ) is planning to undertake the construction of Cross Harbor Rail Freight Link project in New York, the US.

The project involves the construction of 8.8km long rail tunnel connecting east Brooklyn and west Jersey City of the Hudson River. It includes the construction of access roads, link, the installation of lighting, signaling systems, safety and security systems.

New York City Economic Development Corporation (NYCEDC) has been appointed as associated developer.

NYCEDC conducted preliminary feasibility study in 2005.

In December 2014, the draft environmental impact statement (EIS) lists 10 potential solutions to link New Jersey and New York City via a cross-harbor link, with projected cost ranging from US$100 million to US$600 million for barge and US$7,000 million to US$11,000 million for a tunnel.

On September 25, 2015, final environmental impact statement was released.

On January 22, 2016, Record of Decision (ROD) was released which identifies two Preferred Alternatives (preferred transportation modes and alignments), first is the enhanced railcar float alternative and second is the rail tunnel alternative.

On July 6, 2016, U.S. Department of Transportation (DOT) awarded a federal grant of US$10.6 million under FASTLANE program.

PANYNJ issued RFP for the environmental study on the project and allotted US$70 million fund, as US$35 million for study and US$35 million for design.

PANYNJ issued RFP for the Performance of Expert Professional Project and Program Support Services.

The project involves the construction of 8.8km long rail tunnel connecting east Brooklyn and west Jersey City of the Hudson River, New York, the US.
