The National Highways and Infrastructure Development Corporation (NHIDCL), a fully owned company of the Ministry of Road Transport and Highways, (MoRTH), is undertaking the upgrade of Hunli Anini Road in Dibang Valley District, Arunachal Pradesh, India.
The project involves the upgrade of 110km Hunli Anini road from single to dual-lane. It will be developed in six sections.
The first section includes the upgrade of the Hunli Anini road from 21.5km to 37.5km, the second includes the upgrade of the road from 37.5km to 53.5km, the third from 53.5km to 92.5km, the fourth from 92.5km to 106km, the fifth from 106km to 120km, and the sixth from 120km to 132km.
The project includes the construction of interchanges, bridges, road intersections, service roads, culverts and related infrastructure, and the installation of signaling and safety systems.
NHIDCL is expected to invest US$47,69 million on the first section, US$38.42 million on the second section, US$84.23 million on the third section, US$28.32 million on the fourth section, US$30.20 million on the fifth section and US$21.17 million on the sixth section.
Infracon has been appointed as project manager.
In May 2016, NHIDCL invited request for proposals (RFP) for engaging Authority’s Engineer (AE) for the first three sections of the project with a submission deadline of June 16, 2016.
On May 6, 2016, NHIDCL has awarded US$36.38 million and US$29.31 million engineering, procurement and construction (EPC) contracts for the first and second section respectively to Madhucon Projects Ltd.
On July 14, 2016, NHIDCL was invited RfP for the EPC contract of fourth and fifth sections with a submission deadline of August 29, 2016.
On September 12, 2016, NHIDCL was awarded US$64.26 million EPC contract for the third section to a joint venture (JV) of PCL- Eagle Infra India.
On November 9, 2016, Contract Agreement was signed for the first and second section of the project.
On December 14, 2016, NHIDCL has awarded US$22.49 million and US$23.98 million EPC contracts for the fourth and fifth section respectively to Sushee Infra.
In December 2016, Sunil Hitech Engineers (SHEL) has been awarded US$63.7 million contract on EPC mode forth the third section of the project in JV with PCL-Eagle Infra India.
Five tender has been issued for the sixth section but no bidder participated, sixth tender could not be initiated due to request from Government of Arunachal Pradesh to withhold the bidding process till alignment is finalised.
NHIDCL is in the process of seeking building permits and tender evaluation process for procurement of AE for all the sections is underway.
