The project includes the construction of a 31-km rail spur connecting to the proposed Surat Basin Rail line, a 52-km high-voltage transmission line connecting to the proposed Wandoan substation, a water supply pipeline to the Glebe Weir or Dawson River, communications towers, offices, ablutions and crib room facilities, waste water treatment facilities, a coal handling processing plant, coal stockpile and blending facility, a train load out facility, dams.

In November 2012, NHC completed a pre-feasibility study on the project.
In July 2016, a concept study was completed for the project.
