The Ministry of Transport & Communication (MoTC) is planning to undertake the second phase of National Railway Network project in Oman.

The project involves the construction of a 628 km railway line from Duqm to Salalah via Thumrait. It involves the construction of railway stations, the installation of signaling systems and the construction of related infrastructure facilities.

In January 2009, a joint venture of Systra Consulting and Oman's National Engineering Office was appointed as the surveyor and completed the feasibility study in May 2010.

On May 9, 2010, pre-qualified tenders have been issued for the design and supervision consultant with submission deadline on May 5, 2010.

On May 9, 2010, pre-qualified tenders have been issued for the project management consultant (PMC) contract with submission deadline on May 30, 2010. This deadline was delayed to June 14, 2010.

On November 28, 2010, 32 companies have submitted pre-qualified documents for the design & supervision consultant and 33 companies have submitted pre-qualified documents for the PMC contract.

On October 11, 2011, tender was issued to the 10 companies for design & supervision consultant with submission deadline on November 7, 2011. This deadline was delayed to December 5, 2011.

On December 13, 2011, five companies submitted bids for design & supervision consultant includes a consortium of Cowi & Partners, Aecom and DB International as the lowest bidder, Mott MacDonald & Company, Systra, Prointec Group and a joint venture of Korea Rail and Hyundai Engineering. The award date of the design & supervision consultant was extended to October 5, 2012 and four more companies were added includes Parsons, a consortium of Italferr and WorleyParsons, a China Railway Company and Egis Rail.

On December 19, 2012, 12 companies have been shortlisted for PMC contract and on February 12, 2013, tenders were again issued for design consultant.

On March 5, 2013, preliminary tenders were issued for design package of intermodal yards with submission deadline on March 25, 2013. This deadline was extended to May 6, 2013.

On May 9, 2013, bidders submitted for design consultant includes Mott MacDonald, Sener, Bonifica, DB International, Parsons International, Yas Consulting Engineers, Dar al Handasa, Consolidated Consultants Engineering & Environment, Hoehler & Partner, Ineco, Consultrans, Italferr & KEO, Al-Manara Engineering Consultancy, Ehaf Consulting Engineers, Khatib & Alami & Partners Consulting Architects & Engineers, ADPI, Saman Corporation, Dohwan Engineering, 3TI Architecture & Engineering Consultants, Modern Engineering Consultancy, SNC Lavalin International, Auding Intraesa, Tecnicas Reunidas, Idom, Aarvee Associates, National Engineering Office, Egis Rail, Systra, Asie Etudes Engineering Consultants, Botek ACE, CID.

On June 19, 2013, MoTC issued a tender for the PMC contract with July 29, 2013 as the submission deadline. This deadline was extended to August 26, 2013.

On August 19, 2013, Italferr was awarded US$37 million design consultant contract and on August 27, 2013, five companies submitted bids for PMC contract. They are Parsons Brinckerhoff International, Hill International, Parsons International, Tecnicas Reunidas and Dohwa Engineering.

On January 7, 2015, tenders were issued for legal consultancy services contract with submission deadline on January 20, 2015.

On February 12, 2015, US$149 million PMC contract was awarded to Técnicas Reunidas.

In May 2016, project was put on hold and PMC contract with Técnicas Reunidas SA was terminated.

The project is facing delays.

Scope

The project involves the construction of a 628 km railway line from Duqm to Salalah via Thumrait in Oman.
