The Ministry of Transport (MoT) is planning to build the expressway in Vietnam.
The project involves the construction of a four-lane 1,372km expressway from Hanoi to Ho Chi Minh City. It will be developed in multiple phases.
The first phase includes the construction of a four-lane 386km expressway and upgrade of an 81km expressway from two lanes to four lanes with US$2,420 million funds provision from the State budget for site clearance and resettlement.
The second phase includes the construction of a 905km expressway with a cost of US$6,240 million and the third phase is planned to be developed at a cost of US$3,000 million after 2028 and complete before 2030. However, a detailed scope for the third phase is yet to be finalized.
The project links from Mai Son in northern Ninh Binh province to Bai Vot in north-central Ha Tinh province and from Cam Lam in south-central Khanh Hoa province to Phan Thiet in south-central Binh Thuan province under the public-private partnership (PPP) form, and from Cam Lo in central Quang Tri province to La Son in central Thua Thien Hue province under the build-transfer (BT) form.
The project includes the construction of culverts, intersections, services roads, bridges and related infrastructure and the installation of sign boards.
Transport Engineering Design Inc. has been appointed as a technical consultant.
In October 2016, MoT submitted the project plan to the Government of Vietnam (GoV).
In May 2017, MoT secured project plan from the GoV.
Construction work on the first phase is expected to commence in end of 2017 and to be completed by 2022.
Construction work on the second phase is expected to commence in 2023 and to be completed by 2028.
The entire project is scheduled to be completed before 2030.
