Moxie Freedom Holdings (MFH), a subsidiary of Moxie Energy, LLC (ME) and Caithness Energy LLC (CE) is undertaking the construction of a natural gas power plant in Salem Township, Luzerne County, Pennsylvania, the US.
The project involves construction of a 1,029MW natural gas-fueled power plant. The project will include the construction of a power house, a substation, fuel storage and water storage tanks, an ash collector unit, a cooling tower, access roads and other related facilities, installation of steam turbines, generators and gas turbines, and the laying of transmission lines.
The project will be constructed in two phases.
The first phase includes the civil works ans the second phase includes the remaining activities.
On October 6, 2014, MFH applied to the state Department of Environmental Protection for approval of the project’s air quality plan.
In November 2014, project secured zoning approval from the Luzerne County Township.
On July 7, 2015, public hearing was held.
In September 2015, MFH secured water withdrawal approvals from the Susquehanna River Basin Commission to use up to 90,000 gallons of water per day.
In September 2015, the Pennsylvania Department of Environmental Protection (DEP) issued an air permit for the project.
On November 10, 2015, Gemma Power Systems, LLC, a wholly owned subsidiary of Argan, Inc. was awarded engineering, procurement and construction (EPC) contract.
Don E. Bower Inc. has been appointed to undertake site preparatory works. Sordoni Construction was appointed as sub-contractor for foundation works.
General Electric (GE) has been appointed as gas turbines supplier.
On December 17, 2015, groundbreaking ceremony was held marking the commencement of construction works.
In December 2015, construction works on the first phase commenced and were completed in the second quarter of 2016.
In May 2016, construction works on the second phase commenced.
In September 2016, EthosEnergy was awarded a contract for the full operations and maintenance of the project.
Construction works are underway and scheduled for completion in June 2018.
