HDG Waterfront Partners LLC (HDG) is undertaking the construction of Hill East Waterfront Redevelopment project in Washington, the US.
The project involves the construction of mixed-use facility on 27ha of land and being implemented in phases.
The first phase of the project includes the development on the F1 and G1 parcel of land. It includes the construction of 3,716m2 of retail space, 222 parking space, 353 residential units comprising 106 affordable homes, a central plaza to the corner of 19th and C streets Southeast.
In October 2002, the project received master plan approval by District of Columbia (DC) council.
Delta Consulting Group has been appointed as the PMC contractor, Lessard, Justice & Sustainability Associates as the master planner and architect, PGN Architecture, Compu.Tecture PLLC, EE&K Architects, Eric Colbert Associates Architects as an architect and Juergensen+Associates as the consulting engineer for the project.
In 2008, DC first issued request for proposal to appoint developer for the site and four teams responded. The four teams were HDG Waterfront Partners, New Hill East Joint Venture, Hill East Development and East Banc Inc.
In April 2009, DC Zoning Commission approved the new-form based zoning codes. However, the plans was changed in 2010.
On October 4, 2012, a request for proposal (RFP) for the development of Parcels F1 and G1 was again issued with submission deadline as January 17, 2013.
On April 24, 2013, only one development team comprised of Donatelli Development and Blue Skye Development submitted their proposal.
On October 24, 2013, Deputy Mayor for Planning and Economic Development (DMPED) appointed Donatelli Development and Blue Skye Development as developers for parcels F1 and G1 (Phase I), which is close to the Stadium-Armory Metro station.
GTM Architects has been appointed as architect for first phase.
On March 2, 2015, DMPED singed Land Disposition Agreement (LDA) with Donatelli Development (DD) and Blue Skye Development (BSD) for the project development.
In January 2016, DD and BSD submitted plans to the zoning commission for the first phase of the project and received approvals.
In December 2016, Donatelli/Blue Sky requested and received from the city council, a one year extension of their building permit application.
The Department of Transportation (DOT) is in the process of reviewing the project’s infrastructure plan. Subject to the necessary approvals, construction works are expected to commence in 2017.
