Summary

Gujarat Maritime Board (GMB) is planning to build a port in Nargol, Gujarat, India.

The project involves the development of a port with total cargo handling capacity of 10 million tonnes per annum (MTPA).

It includes the construction of a container terminal, three berths for containers and bulk cargo, warehouses, ship parking facilities, distribution centers and loading and unloading facilities and the installation of safety and security systems.

The project is planned to be implemented through public-private partnership (PPP) mode on Build, Own, Operate and Transfer (BOOT) basis.

The i-maritime Consultancy Pvt Ltd has been appointed as study consultant and L&T Infra Engineering (L&TIE) and Ramboll as consulting engineers.

On September 7, 2010, tenders were issued for BOOT contract with a submission deadline of May 2011.

In May 2011, 18 companies were shortlisted by GMB. In September 2011, technical bids were opened.

On January 17, 2012, GMB awarded BOOT contract to a consortium of Cargo Motors Pvt Ltd (CMPL) and Israel Ports Development & Assets Company Ltd (IPDACL).

In July 2012, GMB received an approval for development of the project from the Gujarat government.

On August 22, 2013, terms of reference (ToR) were obtained.

Under the terms, following cargo facilities were permitted as part of the overall development segmented into Phase IA and 1B.

A detailed project report (DPR) was submitted in April 2015.

In May 2015, L&TIE submitted a comprehensive environmental impact (CEI) report seeking permission towards the extension of ToR validity upto August 21, 2016, for submission of an environment impact statement (EIA) pending further public consultations.

On January 13, 2016, CMPL held a public hearing regarding the proposed development plans.

On May 9, 2016, CEI requested the Ministry of Environment, Forest and Climate Change (MoEFCC) towards granting environmental clearance.

In November 2016, CRZ Clearance for development of project and is awaiting for DPR approvals for the implementation of the development.

Study activities are underway.

Scope

The project involves the development of a port with cargo handling capacity of 10MTPA at Nargol in Valsad district, Gujarat, India.

The US$763 million project includes the following:

1. Construction of a container terminal

2. Construction of three berths

3. Construction of warehouses

4. Construction of ship parking facilities

5. Construction of distribution centers

6. Construction of loading and unloading facilities

7. Installation of safety and security systems
