Summary

The Department of Transportation (DOTr) plans to undertake the upgrade of the Metro Rail Transit Line 3 (MRT-3 ) in Philippines.

The project involves the rehabilitation and maintenance of MRT-3. It includes the overhaul of 43 light rail vehicles, replacement of all signaling systems, and the installation of electrical, safety and security systems.

The exact scope of works will be finalized after the completion of feasibility by JICA.

On December 23, 2015, the contract for maintenance was awarded to Busan Universal Rails Inc (BURI).

On November 6, 2016, DOTr terminated the contract with BURI as BURI failed to perform its maintenance obligations, both due to its inability to meet the performance indicators in the contract (e.g. number of trains running) and its failure to procure spare parts.

On December 30, 2017, DOTr finalized the government-to-government (GTG) agreement with Government of Japan for the rehabilitation and maintenance of the Metro Rail Transit Line 3 (MRT3).

In January 2018, DOTr exchanged Note Verbales with Japanese Government, which agreed to fund the project through Official Development Assistance (ODA) financing under Japan International Cooperation Agency’s (JICA) Special Terms for Economic Partnership (STEP).

Under the agreement, JICA will conduct its feasibility study from January 2018 to February 2018 to assess what needs to be fixed in the MRT system.

In January 2018, DOTr appointed an TUV Rheinland as an Independent Audit and Assessment (IAA) Consultant that will evaluate and make recommendations on the feasibility of using the 48 Light Rail Vehicles (LRVs) that were delivered by Chinese railway firm CCRC Dalian and other components of the Metro Rail Transit Line 3 (MRT-3).

On February 1, 2018, JICA commenced due diligence and system audit activities for the project to determine what rehabilitation and restoration works need to be undertaken to bring in improvements to the train system.

IAA and due diligence and system audit activities are underway with IAA activities scheduled to be completed in April 2018. Subject to completion of due diligence and system audit by JICA, the signing of the loan agreement and procurement of the rehabilitation and maintenance provider will follow in March 2018 to April 2018.

DOTr is in discussions with Sumitomo Corporation and its technical partner Mitsubishi Heavy Industries for rehabilitation and maintenance contract and is anticipating to appoint the contractor in May 2018.

The project involves the rehabilitation and maintenance of MRT-3 from North Avenue station in Quezon City until Taft station in Pasay City in Philippines.

The US$80 million project includes the following:
