Chennai Petroleum Corporation Ltd (CPCL) is undertaking the upgrade of residue plant in Tamil Nadu, India.
The project involves the upgrade of an existing residue facility. It includes the construction of a new delayed coker unit (DCU), Once through Hydro Cracker Unit (OHCU) revamp, a sulfur recovery unit (SRU), a coke storage yard, an effluent treatment plant (ETP) and slope tanks, and the installation of resid bolier, heat recovery steam generator (HRSG), gas turbines (GT), and related machinery and safety equipment.
The utilities and offsite facilities comprises flare gas recovery system, cooling water system, demineralised (DM) water system, boiler feed water system, compressed air system and fire water system.
In May 2010, Jacobs Engineering Group Inc. was appointed as turnkey contractor to provide project management consultancy (PMC) and engineering, procurement, construction management (EPCM) services for the project. The scope of contract includes offsite facilities, a detailed feasibility report, PMC services for execution of coker block and sulfur block and EPCM services for the balance of the project.
In March 2013, CPCL received environmental clearance from the Ministry of Environment and Forests (MoEF).
On August 6, 2013, Engineers India Ltd was appointed as contractor for providing project management, residual process design, detailed engineering, procurement, inspection and expediting, tendering, construction management and supervision including quality assurance, assistance in start-up, pre-commissioning, commissioning and guarantee test runs services for units and facilities of plant. The contract value is US$108 million.
On August 12, 2013, Punj Lloyd was awarded US$55 million to build the Sulphur Block. The scope of work includes residual basic and detailed engineering, procurement, construction, installation, commissioning and project management.
