The project involves the construction of an 18,58m2, two-story library building. It includes the construction of seminar rooms, study rooms, cafes, 296 parking spaces and related facilities, the development of 4,047m2 of open space, demolition of the community center, and the renovation of Donald Dungan library as a meeting space to replace the community center.
Johnson Favaro has been appointed as architect for the project.
On November 17, 2015, Costa Mesa City Council (CMCC) approved the project plans.
In July 2017, Tovey/Shultz Construction has secured construction contract for US$28.7 million to the project.
On July 28, 2017, groundbreaking ceremony was held marking the start of construction.
Construction activities are underway and expected to complete by 2020.
