"Leading a digital transformation effort in an organization like government that is naturally risk averse and change averse and that lacks the common drivers for organizational change such as competition and a profit motive is probably one of the most difficult leadership efforts anyone can be asked to do. Therefore, the ability to create a vision for an agency or a program that employs digital technologies to transform how services are delivered to citizens, to build a network both inside and outside of government to support that vision, and to be able to successfully lead the organization to manifest that vision is mandate of the new government leader.
