Summary

GlobalData expects the construction industry in Poland to shrink in real terms by 0.9% in 2025, owing to headwinds such as falling building permits, high labor costs, rising budget deficit, and falling exports. According to Statistics Poland (GUS), the total floor area of building permits issued in the country fell by 6.3% year-on-year (YoY) in the first six months of 2025, with that for residential buildings falling by 8.3% YoY and that for non-residential buildings falling by 3.3% YoY, over the same period. Poland’s weak public finances are also expected to weigh on the industry’s output this year. According to the Ministry of Finance, the country had a budget deficit of PLN172 billion ($42.5 billion) at the end of August 2025 - up from that of PLN156.7 billion ($38.7 billion) at the end of July 2025. In early September 2025, the credit ratings agency Fitch Ratings revised down Poland’s sovereign outlook from stable to negative, owing to swelling deficits that is expected to reach 6.9% of GDP in 2025 - up from up from 6.6% in 2024, and 5.3% in 2023.

The industry is however expected to rebound at an average annual rate of 3.9% from 2026 to 2029, owing to slowing inflation and falling interest rates, coupled with investments in the transport infrastructure and renewable energy sector. In July 2025, the government approved Poland's draft update of the National Energy and Climate Plan (NECP) until 2030, with a longer-term outlook to 2040. As part of the plan, the government aims to reduce its greenhouse gas emissions, compared to 1990 levels, by 53.9% by 2030; this is an increase from the previous target of 50.4% and is closer to the EU-wide 55% reduction target established under the European Climate Law. The plan also outlines a target to have renewable energy account for 51.8% of the electricity mix by 2030, and 79.8% by 2040.
