There was some volume growth of cigarettes in Azerbaijan in 2023. While the government has imposed policies to reduced prevalence, including increasing excise taxes, banning advertising and imposing restriction on smoking in public places, smoking rates remain stubbornly high, especially among men. As such, smoking prevalence only reduced very slightly in 2024, though due to a growing population, it did not register in a fall in volume sales.
