BMI View: We expect Turkey's defence budget to continue increasing in absolute terms in the next fiveyears. This will be driven primarily by the country's policy to develop a self-sufficient domestic market, thusinvesting in research and development programmes and supporting domestic companies. It will alsorespond to the country's need for constantly well-equipped and well-prepared armed forces in order to beable to deter and respond to any attacks from Islamic State. This will open up development opportunities fordomestic firms as well as international companies willing to enter into joint ventures and facilitatetechnological transfer, but will limit procurement.
The Turkish Undersecretariat for Defence Industries (SSM)' strategic plan for 2012-2016 clearly lays outthe objectives the government intends to follow in relation to its domestic defence industry in the comingyears. First and foremost, the country will continue to seek the development of a self-sufficient domesticmarket. Ongoing since the 1970s, this policy has focused on avoiding the country's reliance on internationalcompanies to fulfil its armed forces (TAF)' needs.
