Description
In stark contrast to our earlier expectations, Gabon has doubled down on its public spending-focused economic growth model with highly ambitious expenditure plans for 2026. Following through with budgetary plans for next year, which incorporate a surge in capital spending, will effectively distance Gabon from an IMF deal as austerity takes a back seat. The budget plan outlines a deficit target of around CFAfr2.9trn. If implemented, we believe it will result in a clear deviation from the Cemac convergence criterion. We expect funding constraints to result in lower-than-targeted capital expenditure, thereby highlighting Gabon's budget credibility issues.
