The construction industry in Poland is expected to grow by 4.9% in real terms in 2022, preceded by an annual growth of 1.3% in 2021. According to Eurostat, the average construction production index grew by 9.5% in the first ten months of 2022, supported by a rise in both building construction activities (14%) and civil engineering works (3.1%). However, this strong growth was partially due to low base effects, and the industry still faces strong headwinds and downside risks owing to global supply chain disruptions and uncertainty over the conflict in Ukraine. Moreover, labor shortages stemming from an outflow of Ukrainian migrants returning home for military service, elevated material prices and weak investor confidence are likely to weigh on activity for the remainder of this year and in 2023. As a result, the downward trend in output levels will continue into the first half of 2023, before beginning to recover in the second half of the year, supported by easing inflationary pressure and greater government expenditure. However, annual output in 2023 will post an overall contraction of 2.8%.
Beyond 2023, the industry will return to growth, posting an expansion of 3.7% in 2024 before averaging an annual growth rate of 3.6% between 2025 and 2027. Growth during the forecasting period will be driven by government investment in renewable energy infrastructure and residential projects, supported by European Union (EU) funding. However, uncertainty remains over Poland’s access to its Recovery and Resiliency Facility allocation which has been frozen by the European Commission overrule of law concerns. Totaling PLN143.7 billion ($32.9 billion), the funds will be a key source of infrastructure funding over the next five years and will support the country’s green and digital transition, including the electrification of railways and the shift to renewable energy production.
