The State of Technology in the Brazilian Government Sector, Forecast to 2022
This document outlines Frost & Sullivan's syndicated research findings on digital transformation spend and emerging trends across the government sector in Brazil. As a result of the global economic crisis, governments have shifted the focus of their information and communication technologies (ICT) budgets and spend onto projects that do not require massive spending such as the improvement of eAdministration and ePublic service initiatives. In order to compete effectively, telecommunications and IT providers need to improve their understanding of particular industries, such as the government sector, and their specific requirements over time. The uptake of digital transformation can aid in creating cost-effective and efficient solutions, positive economies, and a sustainable future for a company, region, country, or even a continent. In 2016, telecommunications and IT spend within Brazil’s government sector was an estimated $980.2 million and is expected to grow at a compound annual growth rate (CAGR) of 2.9% during the 6-year forecast period, reaching $1,166.5 million by 2022.
This study will provide insights for participants in the IT and telecommunications industry in Brazil looking to effectively meet the public sector’s digital transformation needs. The base year of analysis is 2016; the forecast period is 2017 to 2022.

Brazil´s government sees great benefit in digital transformation development, albeit the challenge of a national rollout. The key enabler of successful investments in digital transformation infrastructure will be the participation of all key telecommunications stakeholders to ensure that connectivity is deployed from urban to rural areas. With unequal access to ICT, an eGovernment may cause social exclusion. Offering multi-channel service delivery gives citizens better access to information and is an important tool in bridging eGovernment divides. Electronic kiosks, public display facilities, and mobile technologies are the centerpieces of multi-channel service delivery. eHealth and eEducation are of utmost importance in Brazil.
Pressure from state and local governments to use digital transformation as a tool in reducing corruption by monitoring tasks and budget allocation highlights solutions that increase transparency and hold the government accountable for the use of national funds. This evolution in strategy requires telecommunications and IT providers improve their understanding of industry dynamics in order to better gauge the impact of digital transformation developments on customer needs, particularly adoption trends.
